Focus only one use case
People from the North should be very familiar with E-Zpass which is a road toll system.
Literally, we put a RFID on our vehicles so that the receiver depolyed on the road can record our entering and leaving the highway, so that to generate charging information. For different applications, the proprietary service function sets are quite different, which only serves a certain kind of application.

The OnStar is the in vehicle navigation/communicaiton system.
Oulu Smart city is a wireless infrastructure testbed deployed in Finland.

All these deployments Kind of isolated, not efficient
